Section 1
Why Bihar is Different
Four things make Bihar counselling distinct.
Female Sub-Quota in Every Category
Bihar uses UR_General + UR_Female, BC_General + BC_Female, EBC_General + EBC_Female, etc. Female candidates get a separate pool within each category. This is unusual and creates more competition pools than most states.
EBC (Extremely Backward Classes)
Bihar has a unique EBC category (18% reservation) separate from BC (12%). EBC is a Bihar-specific reservation not found in most other states. Know which one you fall under — it matters for closing ranks. (Clause 3.2)
4 Rounds of State Counselling
BCECEB conducts 4 rounds: R1, R2, R3, and Stray Vacancy Round. All rounds are conducted online. R1+R2 use the same registration; R3 may re-open choice filling. (Clause 12.1c)
Private College Fees
Private colleges charge their own regulated fees. The earlier govt order for 50% seats at govt fee was retracted. All private seats now at private college fees. SC case pending (WP Civil 646/2023).
BCECEB (Bihar Combined Entrance Competitive Examination Board) conducts counselling
The BCECEB conducts MBBS/BDS counselling for state quota seats at government and private colleges under UGMAC-2025. AIIMS Patna goes through AIIMS counselling (separate process). ESIC Medical College Patna has 35 IP (Insured Persons) quota seats filled separately. (Annexure 1)

Bihar uses Category_Gender format. Each category has General and Female sub-pools.
UR · 40%
Unreserved (General + Female)
UR_General = open to all. UR_Female = separate pool for female candidates. Tightest closing ranks. Min 50 percentile in NEET required. (Clause 3.2, 12.3e)
EWS · 10%
Economically Weaker Section
EWS_General + EWS_Female. Income certificate issued by CO/Revenue Officer required. Min 50 percentile. (Clause 3.2)
BC · 12%
Backward Classes
BC_General + BC_Female. Bihar OBC (Non-Creamy Layer). Different from EBC. Central OBC certificate is NOT accepted — must have Bihar state BC certificate. Min 40 percentile. (Clause 3.4)
EBC · 18%
Extremely Backward Classes
Bihar-specific. EBC_General + EBC_Female. Largest reserved category. Central OBC certificate is NOT accepted for EBC — must have Bihar state EBC certificate. Min 40 percentile. (Clause 3.2, 3.4)
SC · 16%
Scheduled Caste
SC_General + SC_Female. Bihar domicile SC certificate issued by CO/Revenue Officer required. Min 40 percentile. (Clause 3.2)
ST · 1%
Scheduled Tribe
ST_General + ST_Female. Only 1% reservation — Bihar ST population is small, so very few seats. Bihar domicile ST certificate required. Min 40 percentile. (Clause 3.2)
RCG · 3%
Reserved Category Girls
3% horizontal reservation for girls from reserved categories (SC/ST/EBC/BC). This is within the reserved pool, not a separate vertical category. (Clause 3.2)
DQ
Disabled Quota
Seats within each category for PwD candidates (40%+ disability). DQ certificate must be from BCECEB-authorised centres only (10 listed in brochure). (Clause 3.6)
Female sub-quota = separate competition pool
UR_General is different from UR_Female. A female candidate can compete in both pools. The Female sub-quota often has slightly wider closing ranks than the General sub-pool within the same category. Know your exact pool.
Central OBC ≠ Bihar BC/EBC
Bihar does not accept central OBC certificates. If you have a central OBC (issued for NEET AIQ), you must separately obtain a Bihar state BC or EBC certificate from the Circle Officer / Revenue Officer. Without the correct state certificate, you will be treated as UR. (Clause 3.4)

How 25 colleges and their seats are distributed.
SQ
State Quota (Govt)
1,347 seats across 12 govt medical colleges + 2 dental colleges. After deducting AIQ (15%) and Central/IP quotas. Full reservation roster applies. (Annexure 1)
Eligibility: Bihar domicile (Clause 4, Bihar Reorganisation Act 2000) + valid NEET UG score.
PVT
Private Colleges
All private seats at college-set fees (regulated by state). UR + Muslim Minority + Sikh Minority + NRI sub-quotas vary per college. (Annexure 2)
Eligibility: NEET qualified. Note: Earlier 50% at govt fee order was retracted. All private seats now at private fees.
NRI
NRI Quota
NRI seats within private college's 50% fee seats. Open to NRI / Child of NRI / Ward of NRI (minor under bonafide guardianship). (Appendix 9 & 10)
Eligibility: NRI Embassy Certificate + OCI/PIO card if applicable. Documents verified via MCC → Indian Mission/Embassy.
MM
Muslim Minority
Minority quota at select private colleges (Katihar MC, Madhubani MC, Mata Gujri MC). Ranges from 14–38 seats per college. (Annexure 2)
Eligibility: Muslim community + NEET qualified.
IP
Insured Persons (ESIC)
35 IP quota seats at ESIC Medical College, Patna. Filled separately, not part of state counselling merit list. (Annexure 1)
Eligibility: Ward of ESIC-insured person.

Fee Structure
Government MBBS in Bihar is among the cheapest in India.

50% at Govt Fee Order — Retracted
The Bihar govt had ordered 50% of private seats at govt fees (Clause 4.6iii). Private colleges challenged this in the Supreme Court (WP Civil 646/2023). The order was subsequently retracted. All private college seats are now at the college's own regulated fees (₹9–12L/yr). The SC case remains pending. If the order is restored in future, this section will be updated.
Government = Extremely Affordable
Bihar government MBBS at ₹6K–82K/yr = ₹27K–3.7L total for 4.5 years. Patna Medical College is one of India's cheapest MBBS seats.
Private Fee Reality
Bihar private colleges charge ₹9–12L/yr. Over 4.5 years, total cost is ₹40–54L. The earlier 50% at govt fee order was retracted. Merit still matters — lower rank = less competitive private college = potentially lower fee within the ₹9–12L range.

Non-Domicile Access
Not from Bihar? Here are your actual options.
State Quota = Bihar domicile only
All government and private state quota seats are restricted to Bihar domicile under Clause 4, Bihar Reorganisation Act 2000. Residential certificate issued by Circle Officer / Revenue Officer of permanent residence is mandatory. Non-domicile candidates cannot get state quota seats. (Clause 1.2vi, 4.1)
Private NRI Quota
NRI seats at private colleges open to NRI / Child of NRI / Ward of NRI (minor under bonafide guardianship) from any state. Required: NRI Embassy Certificate issued by Indian Mission/MEA + OCI/PIO card if applicable. Simply being a relative's ward does NOT qualify — must be bonafide legal guardian. (Appendix 9 & 10, MCC Notice 21.07.2025)
MCC AIQ (15%)
248 seats across 10 govt colleges go to MCC AIQ (All India Quota). Open to all India. Main non-domicile route to Bihar govt colleges. PMC Patna: 30, NMC Patna: 22, IGIMS: 22 seats. (Annexure 1)
AIIMS Patna
AIIMS Patna through AIIMS counselling. Open to all India. No domicile required. Not part of BCECEB.

Domicile Requirement
Permanent Residential Certificate issued by Circle Officer / Revenue Officer of permanent residence. Must satisfy Clause 4 of the Bihar Reorganisation Act 2000. (Clause 1.2vi, 4.1)
One Course per NEET
No candidate can pursue more than one course from the same NEET exam in the same session. Cannot be enrolled in two courses simultaneously. (Clause 12.3f, 12.3g)
Studied-in-State: Not Required
Bihar does NOT require you to have studied 10+2 in Bihar. Only domicile (residential certificate) matters. You can study anywhere and still apply. (Clause 4.1)
Private College UR Category
A reserved category candidate (BC/EBC/SC/ST) who filled UR/EWS during registration is still eligible for private college counselling if NEET qualified. (Clause 6-ix)

Forfeiture Rules
If allotted a seat in R2 and you don't join within the prescribed period, your candidature is rejected and the security deposit is forfeited. If you filled choices but were not allotted any seat, or participated in all rounds without getting a seat, the deposit is refunded to the same bank account. (Clause 12.2b, 12.3d)

Government college graduates must serve in rural/underserved areas after internship. Bihar mandates 2 years of rural service.

Section 12
Upgradation & Seat Acceptance Rules
Critical rules for R1 allottees deciding whether to wait for R2.
R1 Upgradation = Yes
If you select Upgradation "Yes" while downloading R1 allotment order, you must still appear for document verification. Your original documents are retained at the reporting centre. You then wait for R2 result. If upgraded in R2, you report to the new college. (Clause 6-xiv)
R1 Upgradation = No
If you select Upgradation "No", you accept the R1 seat as final. You report to the allotted college and take admission. No further rounds for you. (Clause 6-xiv-a)
R2 Allotment: Must Join
If allotted a seat in R2 and found eligible after document verification, you must join within the prescribed period. Failure = candidature rejected + security deposit forfeited. (Clause 12.3d)
Choice Editing = Choices Reset
If you edit your application form after locking choices, all previously filled choices become "Null & Void". You must fill fresh choices. If you don't, you won't be eligible for seat allotment. (Clause 6-viii)
