Why Gujarat is Different

Gujarat has one of the simplest state counselling structures in India. Three quotas, regulated fees, no sub-streams.

Only 3 Quota Types
Gujarat state data has exactly three quotas: GQ (Government Quota), MQ (Management Quota), and NQ (NRI Quota). No sub-categories like Karnataka's 48 or Maharashtra's dozens. One rank list per quota.
SEBC = OBC
SEBC (Socially & Economically Backward Class) is Gujarat's term for OBC. If you're OBC from another state, the equivalent category in Gujarat is SEBC. Reservation applies within GQ seats only.
GMERS = Govt Autonomous
Gujarat has 10 GMERS (Gujarat Medical Education & Research Society) colleges. They are government-run but autonomous, with separate fee structure. Some GMERS have MQ and NQ seats — unlike traditional govt colleges.
Authority: ACPUGMEC
Admission Committee for Professional UG Medical Educational Courses. Single authority for all Gujarat state counselling. Online process with document verification.
BJ Medical College Ahmedabad — The Benchmark
BJ Medical is to Gujarat what BMCRI is to Karnataka or KGMU is to UP. R1 GQ closing: 108 — only the top ~100 ranks in Gujarat got BJ Medical in R1.
Fee: ₹25,000/yr — ₹1.13L total for 4.5 years of MBBS
Section 2

Quota System Explained

Gujarat MBBS has 3 quota types. Know which ones you're eligible for.

GQ
Government Quota
Available at ALL colleges — government and private. Regulated fees fixed by the state. Category reservation (OPEN, SEBC, SC, ST, EWS) applies.
Eligibility: 10th AND 12th from a school in Gujarat (not just domicile — "Gujarat studied" rule). Reservation for SEBC/SC/ST/EWS applies.
MQ
Management Quota
Available at private colleges + some GMERS colleges. Higher fees than GQ. Filled on NEET merit but with management fee structure.
Eligibility: Valid NEET UG score. MQ seats have wider rank acceptance than GQ at the same college. MQ closing is typically 1.5–2x the GQ closing rank.
NQ
NRI Quota
Available at select private colleges and GMERS colleges. NRI / NRI Ward / OCI candidates. Highest fee tier.
Eligibility: NRI / NRI Ward / PIO / OCI with valid NEET UG score. NRI sponsor documentation required. Closing ranks go up to 23,000+.
Key difference from other states: Gujarat state closing ranks are stored by quota type (GQ/MQ/NQ), not by caste category. The GQ closing rank is the OPEN category closing — applicable to all categories combined. Within GQ, reservation for SEBC/SC/ST applies separately, but the state data shows the combined closing.
Eligibility Rules

"Gujarat Studied" & Local Quotas

Gujarat uses "where you studied" not just domicile. Plus local area quotas for municipal colleges.

Primary Rule: 10th AND 12th from Gujarat
Both Std. 10th (SSC) and Std. 12th (HSC) must be passed from a school located in Gujarat. This is not a domicile check — it's a "studied in Gujarat" check. A student with Gujarat domicile who studied 12th in Rajasthan is NOT eligible.

Exception: Students admitted to Std. 10th from a school outside Gujarat before 23 June 2017 are exempt.

Local Area Quotas (Municipal Colleges)

AHMEDABAD LOCAL
NHL Municipal MC reserves seats for Ahmedabad local candidates. Certificate from Dean of NHL MC after NEET results.
SURAT LOCAL
SMIMER reserves seats for Surat local candidates. Certificate from Dean of SMIMER after NEET results.

Section 3

Seat Structure

41 colleges split across 4 types. Know where you can apply.

Type Colleges Seats Quotas Available Counselling
Government 21 3880 GQ (all) + NQ (some GMERS) ACPUGMEC state
Private 18 3100 GQ + MQ + NQ (select) ACPUGMEC state
Deemed (SBKS/Dharmsinh Desai) 1 250 Under MCC deemed counselling MCC
AIIMS Rajkot 1 75 Under AIIMS counselling AIIMS (central)
GMERS Colleges — Government with Extra Quotas
10 GMERS colleges are government-run but autonomous. They charge ₹3.75L/yr (higher than traditional govt at ₹25K/yr) but some also offer MQ (₹12L/yr) and NQ seats. GMERS closing ranks range from ~800 to ~2,400 for GQ OPEN.

Seat counts from NMC 2025-26 data. AIIMS Rajkot (75 seats) and SBKS deemed (250 seats) are under central counselling, not ACPUGMEC.

Section 4

Fee Structure

Three tiers: GQ (regulated), MQ (management), NQ (NRI). Same college, vastly different costs.

College Type GQ Fee/yr MQ Fee/yr Total GQ (4.5 yr) Notes
Traditional Govt (BJ, Surat, Baroda, etc.) ₹25,000 ₹1.13L Cheapest MBBS in Gujarat. No MQ/NQ at these colleges.
GMERS Colleges (10 colleges) ₹3.75L ₹12L ₹16.9L Some have NQ seats. MQ available at select GMERS.
Private Colleges (GQ) ₹8–11.4L ₹36–51L State-regulated GQ fee. Varies by college.
Private Colleges (MQ) ₹16–22L ₹72–99L Management fee. Typically 2x the GQ fee.
GQ vs MQ — The 2x Rule
At most Gujarat private colleges, the MQ fee is roughly 2x the GQ fee. A GQ seat at ₹8.7L/yr becomes ₹16–20L/yr at MQ. Over 4.5 years, the MQ premium is ₹30–50L.
4.5 Years of MBBS
MBBS is 4.5 years + 1 year internship. Total fee = yearly fee x 4.5. A ₹25K/yr govt seat costs ₹1.13L total. A ₹20L/yr MQ seat costs ₹90L total. The gap is ₹89L.

Fees from ACPUGMEC 2025 notifications. GQ fees are state-regulated. MQ fees are college-specific but approved by the Fee Regulatory Committee (FRC).

Section 5

Government College Rank Ranges

GQ OPEN closing ranks for government colleges. R1 is the competitive round; R2/R3 show how ranks relax as students move to MCC AIQ.

BJ Medical College — The Tightest Race
R1 GQ closing: 108 — only the top ~100 ranks in Gujarat got BJ Medical in R1. Traditional government colleges in Gujarat close under rank 2,500 for GQ OPEN.
Government College GQ R1 GQ R2 GQ R3 Fee/yr Seats
GMERS Medical College, Vadnagar, Mehsana 2,087 2,186 2,190 ₹3.8L 200

GQ OPEN = Government Quota, Open category closing rank. All ranks are NEET UG All India Ranks. R2/R3 closing ranks are higher because seats vacate when students move to MCC AIQ. Category-wise data (SEBC, SC, ST, EWS) available for Formity Complete users.

Section 6

GQ vs MQ at Private Colleges

Side-by-side comparison of Government Quota vs Management Quota at private colleges. Same college, different fee, different rank range.

Private College GQ R1 GQ R3 MQ R1 MQ R3 GQ Fee/yr MQ Fee/yr
The MQ safety net: If your rank misses the GQ closing by a few thousand, MQ at the same college is often still accessible. The trade-off is fee — roughly 2x for MQ. For a student at rank 7,000, GQ may not work at top private colleges, but MQ almost certainly will.

R1 to R3 movement: GQ closing ranks relax by R3 as students leave for MCC AIQ or other states. MQ closing ranks relax even more — from ~7,000 in R1 to ~9,000–10,000 in R3 at several colleges. Patience pays.

All ranks are NEET UG All India Ranks. GQ = Government Quota (regulated fee, domicile). MQ = Management Quota (higher fee). Not all private colleges have MQ data in all rounds.

Section 7

Fee Comparison at Private Colleges

Total cost of MBBS (4.5 years) at GQ vs MQ. The fee gap is real money.

Total = Fee per year x 4.5 years. Ratio = MQ fee / GQ fee. Higher ratio means bigger premium for management quota. Hostel, mess, and other charges not included.

Section 8

Deposits & Bond

What you commit when you accept a seat in Gujarat.

₹2L
Security Deposit (Govt)
Government seat holders pay a security deposit. Refundable on completion of the course. Forfeited if you leave the seat after joining.
1 year
Compulsory Rural Service
Government college MBBS graduates must serve 1 year in a designated rural area after internship. Failure to comply leads to bond forfeiture.
₹5–10L
Security Deposit (Private)
Private colleges collect security deposits. Amount varies by college and quota (GQ vs MQ vs NQ). Refundable on course completion.
Debarment
Post-Admission Cancellation
Cancelling after final round or stray round leads to full fee forfeiture + 1–2 year debarment from ACPUGMEC counselling. The penalty escalates with each round.

Bond amounts and service requirements from ACPUGMEC brochure. Rural service applies to government college graduates. Private college graduates have separate bond terms defined by each institution.

Every Rank is a Story

What actually happened in Gujarat UG 2025

These aren't projections — this is what students actually did between rounds. The data tells the story.

THE TIGHTEST RACE IN GUJARAT
BJ Medical College, Ahmedabad R1 → R3
R1 GQ closing: 108 — the most competitive MBBS seat in Gujarat.
BJ Medical is the apex govt college in Gujarat. At ₹25,000/yr, the total MBBS cost is ₹1.13L — less than a single semester at most private colleges. Every Gujarat domicile student targets this first.
THE GQ-MQ GAP — TWO PATHS TO THE SAME COLLEGE
GQ Path
Rank needed: 2,700–5,100 (R1 at top private colleges)
Fee: ₹8–10L/yr (regulated)
Total: ₹36–45L
Requires Gujarat domicile. Reservation applies. Better rank needed but significantly lower fee.
MQ Path
Rank needed: 5,600–8,400 (R1 at same colleges)
Fee: ₹16–20L/yr (management)
Total: ₹72–90L
Wider access — your rank goes 1.5–2x further. But the fee doubles. Over 4.5 years, the MQ premium is ₹30–50L more than GQ.
ROUND-WISE MOVEMENT — PATIENCE PAYS
Gujarat MQ closing ranks relaxed significantly from R1 to R3. At many private colleges, MQ R1 closing of ~7,000 became ~9,000–10,000 by R3. That's 3,000 more ranks getting a seat.

Why? Students who held MQ seats in R1 moved to GQ seats in later rounds as GQ slots opened up. Others left for MCC AIQ. The students who stayed patient and held through rounds got better options.
Gujarat is simple — but strategy still matters.
3 quotas. 3 rounds. GQ vs MQ is a ₹30–50L decision. NQ is a sure-shot at higher fees. R1 closing is not final — R3 is where real options emerge. The students who made the right call had data. That's what Formity builds for you.
Section 10

Counselling Timeline

Gujarat ACPUGMEC counselling typically follows this sequence after NEET UG results.

1
Registration & Document Verification
Online registration on ACPUGMEC portal. Upload documents, pay registration fee. Domicile, category, and NEET scorecard verification.
2
Choice Filling (R1)
Fill college preferences online. GQ, MQ, NQ choices can be mixed. Order matters — higher preference = tried first.
3
R1 Allotment & Reporting
Allotment published. Report to college, pay fees, submit documents. Three options: accept and freeze, accept and float up, or exit.
4
R2 & R3
Vacated seats redistributed. Students who floated up get better options. R3 is the practical final round. After R3, mop-up/stray rounds for unfilled seats.
Exit penalty escalation
After R1: ₹25,000 forfeiture → After R2: ₹50K–1L forfeiture → After R3: ₹2–5L forfeiture → After mop-up/stray: Full forfeiture + debarment.
The lesson: Exit early if you're not committed. After R3, there's no going back without heavy financial and career consequences.
