Section 1

Why Haryana is Different

Three things make Haryana counselling distinct.

OPEN_CAT = General Category
Haryana uses OPEN_CAT instead of UR/General. Then BCA (Backward Class A), BCB (Backward Class B), SC, SC_DEPRIVED, EWS. Each has ESM (Ex-Serviceman) and PWBD sub-categories.
ESM (Ex-Serviceman) Sub-Quota
Haryana has significant defence population. ESM sub-quota exists within every category: OPEN_CAT_ESM, BCA_ESM, BCB_ESM, SC_ESM. Separate competition pools with wider closing ranks.
MGT + NRI at Private Colleges
Private colleges have separate MGT (Management) and NRI quota seats. DMER Haryana manages state quota, but management quota is college-managed with DMER oversight.

Pt. B.D. Sharma University of Health Sciences, Rohtak conducts combined counselling for all Govt/Govt-Aided/Private colleges + Private Universities (SGT, MM Sadhopur, Al-Falah). Websites: www.uhsr.ac.in and dmer.haryana.gov.in. In-person document verification at Rohtak mandatory. Security deposit: ₹1,00,000 for participation in state + private seats. Deemed universities (2) go through MCC counselling.

Seat Structure

SQ
State Quota
85% of govt seats + 50% of private (affiliated to Pt.BD Sharma UHS). Category reservation applies. Annual fee basis.
Eligibility: Haryana resident + NEET. Resident cert from Tehsildar/SDM/DC or school principal where passed qualifying exam.
MGT
Management Quota
50% of private college seats. 15% of management is NRI. Private Universities (SGT, MM, Al-Falah) per Section 35 of Haryana Private Universities Act, 2006.
Eligibility: NEET qualified. Fee as per FRA/college notification.
NRI
NRI Quota
15% of management seats. Must pay via NRE/NRI/NRO/Foreign bank account. Bank Guarantee/Surety Bond required for installments. Vacant NRI seats convert to Open/Management.
Eligibility: NRI sponsor. NEET qualified. Fee in foreign currency.

Govt college grads: ₹30L minus total fee = ₹25,77,090 (male) / ₹23,19,381 (female, 10% less). Options: (1) consent for govt service, (2) pay lumpsum, (3) pay in monthly instalments. Collateral-free education loan format. MAMC Agroha: ₹21.90L (male) / ₹19.71L (female).
EWS
EWS Criteria
Family income <₹6L/yr AND: land <5 acres, flat <1000sqft, plot <100sqyd (notified municipality) or <200sqyd (other), total immovable assets <₹1Cr. Certificate from competent authority. Per Haryana Notification 25.02.2019.

Security deposit and bond from Haryana Govt. Gazette Notification 08.08.2025 (Clause 9, 11). Service Incentive Bond per Notification No.16/17/2019-6HBIV dt.21.12.2022. Post Matric Scholarship for SC with family income <₹2.5L.
