Section 1

Why J&K is Different

Union Territory Status (Post-2019)
After Article 370 abrogation in 2019, J&K became a UT. New domicile certificates required under the J&K Civil Services (Decentralisation and Recruitment) Act. Old "Permanent Resident Certificates" no longer valid for counselling.
50% Female Reservation
Under Section 9 of J&K Reservation Act 2004, 50% of seats in every category (including Open Merit) are reserved for female candidates in all govt MBBS/BDS colleges. Odd seats rotated between male and female.
SKIMS = Prestigious
SKIMS Medical College, Srinagar (106 seats) is distinct from GMC Srinagar. Deemed university status for PG. Among the most competitive J&K colleges.
Ladakh Candidates Eligible
Candidates from UT of Ladakh are also eligible for BOPEE counselling. Their ST certificate is treated as domicile certificate. Separate undertaking (Annexure IX) required.
BOPEE conducts J&K state counselling
BOPEE (Board of Professional Entrance Examinations) conducts counselling for all state quota seats including ASCOMS private/management/NRI seats. MCC handles AIQ (15% of govt seats). AIIMS Jammu through AIIMS counselling. J&K participates in All India Quota from 2022-23 onwards.

New in 2025-26: BOPEE in collaboration with NIC (National Informatics Centre) is implementing end-to-end online counselling for all rounds and all professional courses. No more physical counselling for main rounds.

Eligibility Rules

P&B / EWS NoteP&B and EWS candidates are treated as Open Merit for cutoff purposes. Must score minimum 50th percentile.
Counselling CallBOPEE may restrict candidates called for counselling to 3-4 times the number of seats available. Merely scoring the NEET cutoff does not guarantee a counselling call.
Important: RBA / ALC / IB / OBC candidates
The NTA NEET application form has no column for J&K-specific categories (RBA, ALC, IB). These candidates must apply as "Open Merit" in the NEET form. BOPEE will update their category during registration based on uploaded certificates. These fall under "Socially and Educationally Backward Classes" in J&K and need 40th percentile (113 marks) to qualify.
Non-eligible candidates
Not appearing in NEET UG. Not uploading documents by deadline. Less than 50% in 10+2 PCB. Not belonging to UT of J&K or Ladakh. Below prescribed age. Candidates involved in criminal cases. Failure to pay BOPEE registration fee. Candidates who failed to join an allotted institution in any preceding round of final counselling.

Category Codes Decoded

Per S.O. 176 (15-03-2024) and S.O. 305 (21-05-2024). Total reservation capped at 50% (Section 9, J&K Reservation Act 2004). Category choice is final once exercised — cannot be changed at any stage.

Scheduled Tribe (new 2025) — 10%
Added in 2025: Gadda Brahmin, Koli, Paddari Tribe, Pahari Ethnic Group. Separate 10% pool from ST-i. Major change this year.

Other Backward Classes — 8%

Residents of areas adjoining Actual Line of Control or International Border. Part of "Socially and Educationally Backward Classes." 40th percentile cutoff.
EWS
Economically Weaker Section — 10%
Family income below Rs 8 lakh/yr. Must not own 5+ acres agricultural land or 1000+ sq ft residential flat. Treated as OM for NEET cutoff (50th percentile). SRO-518 of 2019.
PwD
Persons with Disabilities — 4%
Horizontal reservation across all categories. 45th percentile NEET cutoff for OM-PwD/EWS-PwD.
CDP
Children of Defence Personnel — 3%
Horizontal reservation. Navy, Army, Air Force only. 9 priorities per S.O-277: I. Widows/wards killed in action, II. Disabled in action, III. Widows/wards died in service, IV. Disabled in service, V. Gallantry awardees, VI. Ex-servicemen, VII. Wards of I-III + gallantry, VIII. Serving personnel, IX. Wives of serving. MES/civil defence NOT eligible.
JKPM
J&K Paramilitary / Police — 1%
Horizontal reservation. Children of paramilitary forces (BSF, CRPF, ITBP, CISF) and UT police personnel. Certificate from DIG. Do NOT apply under CDP.
SP
Sports Proficiency — 2%
Horizontal reservation. Outstanding proficiency in sports. Points awarded by J&K Sports Council. Certificates must be submitted to Sports Council, which forwards points to BOPEE.
P&B
Poor and Backward
ASCOMS only. Family income under Rs 70,000/yr from all sources. 10 seats reserved at ASCOMS. Certificate from Tehsildar. Treated as OM for NEET cutoff.
2025 change: Pahari Ethnic Group now Scheduled Tribe
The Constitution (J&K) Scheduled Tribes Order (Amendment) Act, 2025 added four new groups to the ST list: Gadda Brahmin, Koli, Paddari Tribe, and Pahari Ethnic Group (ST-ii). This creates a separate 10% ST-ii pool alongside the existing 10% ST-i pool, bringing total ST reservation to 20%. Previously these communities applied under other categories (Pahari was a separate "PB" category). This is a major shift for 2025 counselling.

NRI Category 1 — Self is NRI
Candidate himself/herself is NRI and family originally from J&K/Ladakh. Documents: NEET score card, NRI certificate from MEA or Indian Embassy, valid Indian passport, NRI bank account (India or abroad), copy of latest ITR (if any), PAN card (if any), J&K/Ladakh domicile.
NRI Category 2 — Ward of NRI
Children/wards of NRI who originally belong to J&K/Ladakh. Documents: NEET score card, NRI sponsorship letter, undertaking attested by legal authority of sponsor's country or Indian embassy, sponsor's 3-year bank statement, residence/national certificate of sponsor, pedigree table with documentary proof, employment certificate, PAN of sponsor and candidate/parents, ITR (if any), J&K/Ladakh domicile.

Both NRI categories require J&K/Ladakh domicile certificate. Seats filled on NEET merit only. NRI status is for eligibility, not preference.

Section 5

Non-Domicile Access

BOPEE state quota = J&K / Ladakh domicile only
The brochure is explicit (Chapter 10): "candidates not belonging to UT of J&K/Ladakh or residing outside the UTs of J&K/Ladakh" are not eligible. All BOPEE seats — govt, ASCOMS private, management, Hindu minority, and NRI — require J&K/Ladakh domicile. Even NRI candidates must have J&K/Ladakh domicile. There is zero non-domicile access via BOPEE.
Non-domicile options in J&K colleges
MCC AIQ (15% of govt seats) — open to all India. AIIMS Jammu — through AIIMS counselling, open to all India. That's it. No other route for non-domicile candidates.
Ladakh = eligible for BOPEE
UT of Ladakh residents are treated as eligible for BOPEE counselling. ST certificate is accepted as domicile. Must submit Annexure IX undertaking. STL (Leh) and STK (Kargil) sub-categories apply.

Cutoff date for certificates: Last date of online registration as notified by BOPEE. No certificates issued after this date will be accepted. No "under process" certificates accepted at any stage. If fake certificates are detected, admission cancelled at any stage.
Section 7

Fee Structure

Government = Nominal
All 10 government colleges charge nominal fees. Among the cheapest MBBS in India. Fee set by respective college principals/Govt. BOPEE does not fix fees.
ASCOMS = Private
Acharya Shri Chander College, Sidhra, Jammu. Fee structure fixed by competent authority (not BOPEE). Fee may be enhanced by Govt. regulating authority. Candidates advised to enquire directly.
BOPEE Registration Fee
Rs 1,500 (non-refundable) for online preference form submission. Banking transaction charges borne by applicant. Same fee for MBBS/BDS/AYUSH/BPT.
No Bond / Service Obligation
The BOPEE brochure does not mention any mandatory service bond or rural posting obligation for MBBS graduates. Check individual college or UT Govt. notifications for any such requirement.
Course Duration
MBBS/BDS: 4.5 academic years (9 semesters of 6 months each) as per MCI/DCI. DDH/DDM per DCI notification. AYUSH as per M/O AYUSH, GOI.

The brochure explicitly states BOPEE is "not in any way associated" with fee structures. Private college fees fixed by competent authorities and may be enhanced subsequently. Government college fees set by respective college principals/Govt. Always confirm directly with the college before admission.

Section 8

Central Pool & Special Quotas

BOPEE receives Central Pool MBBS seats from Ministry of Home Affairs and Ministry of Health & Family Welfare every year.

Central Pool seats for terrorism-affected families
These are additional seats in medical colleges outside J&K allocated by GOI specifically for J&K/Ladakh candidates. Number varies each year. Filled on NEET merit among eligible Central Pool candidates. Must have qualified NEET UG.

All government college seats are 100% govt quota (no management/NRI). ASCOMS MGT+HMQ = 15 Management (OM) + 25 Hindu Minority Quota. 15% of govt seats go to MCC AIQ before state counselling. Reservation applies only to govt college seats — no reservation in private colleges (per brochure Chapter 19). Fractional/odd seats handled by institution-wise and gender-wise rotational policy for 2025.
