Section 1

Why Madhya Pradesh is Different

Three things make MP counselling distinct from other states.

Category + Sub-Category System
MP uses a unique Category/Sub-category format: UR/X, OBC/X, SC/X, ST/X, EWS/X for general. Then sub-categories: FF (Freedom Fighter), GS (Government Servant), SN (Son/Daughter of Serving Soldier), PH (Physically Handicapped). Each is a separate allotment pool.
2 Main Rounds
MP runs 2 main counselling rounds (R1 and R2) through DME. This is fewer than most states. The closing ranks tighten significantly between R1 and R2 as students optimize their preferences.
NRI at Private Colleges
Private colleges have separate NRI quota seats. MP also has unique categories like AND (attached hospital), HOSPITAL, and RESEARCH at certain institutions.

Commissioner, Public Health & Medical Education (6th floor, Satpuda Bhawan, Bhopal) conducts MBBS/BDS counselling via mponline.gov.in. Website: www.medicaleducation.mp.gov.in. AIIMS Bhopal goes through AIIMS counselling (separate). Allotment follows Admission Rules 2018. Seat Leaving Bond (Proforma 08) + Rural Service Bond executed at admission.

Category Codes Decoded

MP uses a Category/Sub-category format. The "/X" means general (no sub-category benefit).

UR/X
Unreserved — General
General category, no sub-category benefit. Filled on pure NEET merit. Tightest closing ranks.
OBC/X
OBC — General
Other Backward Classes, general sub-category. MP OBC = Non-Creamy Layer required.
EWS/X
EWS — General
Economically Weaker Section (10% reservation). Income certificate required.
SC/X
SC — General
Scheduled Caste, general sub-category. MP domicile SC certificate required.
ST/X
ST — General
Scheduled Tribe, general sub-category. MP has significant tribal population. Wider rank acceptance.

Sub-Categories (within each main category)

FF
Freedom Fighter
Descendants of freedom fighters. Example: UR/FF, OBC/FF, SC/FF. Very few seats — niche quota.
GS
Government Servant
Children of MP government employees. Example: UR/GS, ST/GS. Closing ranks often wider than /X.
SN
Son/Daughter of Soldier
Defence quota. Children of serving/ex-servicemen. Example: UR/SN, OBC/SN.
PH
Physically Handicapped (PwD)
Persons with Disabilities quota across all categories. Example: UR/PH, EWS/PH. Wider ranks.
Category + Sub-category = your real competition pool
UR/X is very different from UR/GS or UR/FF. A UR/X student competes in the largest general pool. A UR/GS student competes only against other government servant children in the UR category — much smaller pool, often wider closing ranks. Know your exact Category/Sub-category code to understand your real chances.

Seat Structure

How 31 colleges and their seats are distributed.

State Quota
85% of government college seats + state quota at private colleges. Filled by DME MP. Category + sub-category reservation applies.
Eligibility: MP domicile + valid NEET UG score. Category/sub-category certificates required.
MQ
Management Quota
Management seats at private colleges. Higher fees. Separate closing ranks.
Eligibility: NEET qualified. Fee: college-specific, significantly higher.
NRI
NRI Quota
NRI seats at private colleges. Open to NRI/NRI ward from any state. Highest fee tier.
Eligibility: NRI sponsor required. No domicile restriction.

Outside DME MP Counselling

AIIMS Bhopal — AIIMS Counselling
250 seats filled through AIIMS counselling (not DME MP). Completely separate process. Fee: minimal (central institution). Open to all India.
MCC AIQ (15% All India Quota)
15% of government college seats go to MCC All India Quota. Open to all India with standard OBC/SC/ST reservation. Separate MCC process.

Fee Structure

Government MBBS in MP is very affordable. Private varies significantly.

Government = Very Affordable
MP government MBBS/BDS at ₹1,00,000/yr (uniform for all govt colleges) = ₹4.5L total for 4.5 years + ₹14,000 one-time caution money. Fee paid online to college Autonomous Committee. Hostel fee separate.
Private Fee Gap
State quota at private: ₹5–15L/yr. Management quota: ₹10–20L/yr. Over 4.5 years, the difference can be ₹22–45L. Same college, same degree.

Government fee per Commissioner, Public Health & Medical Education notification dt.18.07.2025. Private fees from MP FRA/college notifications. Fee paid annually (advance fee not charged per FAQ Q21). Institutes cannot demand full course fee upfront.

Non-Domicile Access

Not from Madhya Pradesh? Here are your actual options.

State Quota = MP domicile only
All government and private state quota seats are restricted to MP domicile candidates. Non-domicile candidates cannot get state quota seats. Your category from another state does not work in MP state counselling.
Private NRI Quota
NRI seats at private colleges are open to NRI/NRI ward from any state. This is one route for non-domicile into MP private colleges. Highest fee tier.
MCC AIQ (15%)
15% of government college seats go to MCC. Open to all India with standard reservation. This is the main non-domicile route to MP government colleges.
AIIMS Bhopal
AIIMS Bhopal through AIIMS counselling is open to all India. No domicile required. Merit-based. Separate from DME.
Private Management Quota
Some private colleges accept non-domicile for management seats. Check specific college eligibility. Higher fees apply.

Non-domicile access in MP is limited. MCC AIQ and NRI quota are the primary non-domicile routes.

One-time caution money at admission. Refundable without interest at end of course. Separate from annual fee of ₹1L/yr.
Proforma 08
Seat Leaving + Rural Service Bond
Dual bond executed at admission: (1) Seat Leaving Bond — penalty if you leave mid-course, and (2) Rural Service Bond — compulsory service after MBBS. If upgrading, separate affidavit on ₹500 stamp paper required.

Seat Leaving Penalty
Per FAQ Q26: if allotted seat in any round and does not join, or leaves after joining, must pay ₹2,00,000 (Rs. 2 lakh) / ₹10,00,000 (Rs. 10 lakh for subsequent rounds). Gap Certificate on ₹50 stamp paper via Notary required.
Proforma 07
MP Bonafide Resident
Proforma 07 mandatory: MP Bonafide Resident & Nationality Certificate. Without this, other-state residents do not get state quota benefit. Affidavit that not claiming residence benefit from any other state also required.

NEET registration page + scorecard + admit card, Allotment letter, 10th/11th/12th marksheets & certificates, Proforma 07 (MP Bonafide Resident), Income Certificate, Aadhar card, Digital Caste Certificate (SC/ST/OBC/EWS), Gap Certificate (₹50 stamp, Notary), Migration & Character certificates, Medical Fitness, Proforma 08/11 (Seat Leaving + Rural Service Bond), Anti-ragging affidavit (parent + student, ₹100 stamp, Notary), Bank passbook, Proforma 10 (5% govt school quota). Biometric/photo verification at college.
Counselling Process
Application & allotment via mponline.gov.in. Upgradation option: Yes/No at registration. If already allotted in one round and not upgraded, retain existing seat. New options must be filled fresh for each round. Once allotted and joined, upgradation in next round possible. Advance fee NOT charged (per FAQ Q21).
5% Govt School Quota
5% seats reserved for students who studied in government schools. Proforma 10 required. BPL Green Card holders may claim additional benefits. Separate merit list for this category.

MP has only 2 main rounds. Students who got a private seat in R1 but wanted government had to decide: hold the private seat and wait for R2, or release and risk? R2 redistributes vacated seats from MCC AIQ exits and R1 cancellations. The data shows whether R2 opened enough govt seats to justify the wait.
