Why Manipur is Different

Three Seat Types
Manipur counselling handles three distinct seat types: (a) State Government seats at RIMS, JNIMS, SAHS, CMC, RDC, RIPANS; (b) Management quota MBBS at SAHS; (c) NRI quota MBBS at SAHS.
RIMS Imphal = Flagship
Regional Institute of Medical Sciences, Imphal is an autonomous institute under MoHFW. Competitive even at AIQ level. Also has BDS, BASLP, BPT courses through state counselling.
SAHS = Private with Mgmt + NRI
Shija Academy of Health Sciences (Langol) is the only private college with separate Management quota and NRI quota MBBS seats. Higher fees than government.
DHS Manipur (Directorate of Health Services) conducts counselling
Online counselling via manipurmc.mn.gov.in. DHS does NOT allot any seats manually. Registration mandatory for every round. Choice filling mandatory each round — previous round choices are NOT carried forward. Communication only via SMS + portal notifications.
Fees

Registration Fees

Two types of fees required at registration. From DHS Manipur notification 2025.

Refundable after completion of all rounds of counselling. Forfeited if candidate fails to join in R2 or subsequent rounds, or if admission cancelled for any reason (e.g., wrong information at registration).
Forfeiture
R2+ Non-Joining Penalty
Security fee forfeited if allotted in R2 or later round and candidate fails to join within stipulated time. Also forfeited if admission cancelled due to wrong information provided during registration.

Registration is complete only after payment of both application fees + security deposit. Registration allowed before every round; no need to re-register if already registered.

Process

Counselling Process Rules

Choice Filling Every Round
Choice filling is mandatory each round. Choices from previous rounds are NOT valid for subsequent rounds. Must re-fill choices every time. Choices auto-lock at deadline if not manually locked.
No Re-Registration Needed
Candidates who registered for any round need not register again for further rounds. But choice filling must be done fresh for every round.
Allotment Letter = Download Only
Download allotment letter from manipurmc.mn.gov.in. No separate call letter issued. SMS sent to registered mobile number. Check portal regularly.
Fee Info from Colleges
DHS notification says: "fee structures may be had from the colleges concerned before filling in the Seat Choices". Confirm fees directly with colleges before locking choices.
Applications Cannot Be Withdrawn
Once submitted, applications cannot be withdrawn. Mere bank deduction is not proof of payment — acknowledgement slip is the confirmatory proof.

Deposit Rules

Security Deposit Forfeiture Rules

R1 = Safe to Explore
R1 allotted candidates can participate further. Security deposit is not explicitly forfeited for R1 non-joining in the notification — forfeiture applies from R2 onwards.
R2+ Non-Joining = Forfeiture
If allotted in second or subsequent rounds and fails to join within stipulated time, security fees forfeited. Can only participate in R3 with fresh payment.
Wrong Info = Forfeiture + Cancellation
If candidate gives wrong information at registration and seat is allotted but later cancelled by college authorities, security deposit forfeited.
Refund Condition
Security deposit refunded after completion of all rounds of counselling for candidates who participated fairly and didn't trigger forfeiture conditions.

State Government seats at RIMS, JNIMS, CMC require Manipur domicile. Non-domicile routes: MCC AIQ (15% of govt seats) at RIMS/JNIMS. SAHS Management and NRI quota seats may be open to non-domicile — verify eligibility directly with SAHS and DHS before applying.
