Section 1
Why Rajasthan is Different
Three things make Rajasthan counselling structurally different from every other major state.
Non-domicile is locked out (Clause 5.3-XI)
If you are not a Rajasthan domicile, you fall under Clause XI “Other” in the brochure. You cannot get Govt/Mgmt seats in R1 or R2. You are “considered for allotment against vacant seats (Govt/Management/NRI) available after exhausting State Merit list during/after Round 3.” The only exception: NRI-eligible Clause XI candidates get NRI seats in all rounds.
NRI seats at govt/RAJMES colleges only
Per the official seat matrix: NRI quota exists only at government and RAJMES (Govt. Society) colleges. Private colleges have zero NRI seats. 455 NRI seats total across 18 colleges. NRI with Rajasthan ancestral background get priority (Clause 5.g).
MBC — 5% reservation, unique to Rajasthan
More Backward Class (MBC) gets 5% reservation (Clause 5.c-iv), separate from OBC (21%). Must submit valid MBC certificate for Rajasthan issued by competent authority, clearly indicating “Non Creamy Layer.” This distinction exists only in Rajasthan state counselling.

Horizontal reservations (Clause 5.d-f):
Female: Not less than 25% of each category (GEN, OBC, MBC, EWS, SC, ST, ST-STA) reserved for female candidates.
Defence/Para-military (Clause 5.e): 1% seats reserved horizontally on priority-cum-merit for wards of Defence (Rajasthan origin) and Para-military personnel (ratio 3:1). 50% of these for girls.
PwBD (Clause 5.f): 5% of each category reserved horizontally for PwBD candidates. Certificate must be from 16 MCC-approved centers only.
NRI (Clause 5.g): No reservation applies on NRI seats. Priority given to NRI with Rajasthan ancestral background.
Clause 5.h — Unfilled reserved seats: During/after Round 3, unfilled reserved seats of any category shall be treated as unreserved and filled accordingly. This is why R3 closing ranks can sometimes be lower than R1/R2.
All reservation percentages are after excluding 15% AIQ seats (Clause 5.a) and 24 Central Pool seats (Clause 5.b). OBC and MBC certificates must clearly indicate “Non Creamy Layer.” EWS certificate must be valid for FY 2025-26.
Section 3
Seat Structure
Rajasthan MBBS has 3 seat tracks. Know which one you qualify for.
GOVT
Government Seats — 2,208
6 Govt Medical Colleges + 12 RAJMES (Govt. Society) colleges + RUHS CMS + ESIC MC. 15% goes to MCC AIQ (Clause 5.a). 24 Central Pool seats at 6 GMCs (Clause 5.b). Remaining = state quota with full category reservation.
Eligibility: Rajasthan domicile (Clauses I-X) for state quota. Non-domicile via Clause XI only after R3 against vacancies.
PRIVATE
Private — 1,526 Gen + 1,229 Mgmt
11 private MBBS colleges. General seats (~55%) and Management seats (~45%) as per brochure seat matrix. RAJMES colleges also have management seats (separate from govt seats).
Eligibility: Domicile Clauses I-X for all rounds. Clause XI (non-domicile) only from R3 against vacancies after state merit exhausted.
NRI
NRI Seats — 455
NRI quota at govt/RAJMES colleges only. Private colleges have zero NRI seats. 455 MBBS NRI seats across 18 colleges. Priority to Rajasthan ancestral background (Clause 5.g).
Eligibility: NRI / NRI Ward / PIO / OCI. Clause XI candidates with NRI eligibility get NRI seats in all rounds. Vacant NRI seats after R2 convert back to parent category in R3 (Clause 5.4-6).
Total MBBS: 5,418 seats. Total BDS: 442 seats (RUHS CDS 42 + 4 private dental colleges 400). AIIMS Jodhpur (150 seats) and ESIC MC AIQ seats are NOT part of Rajasthan state counselling. ESIC MC has 50 seats, of which 50% are state quota.
Section 4 — Critical
Non-Domicile Rules
This is the defining feature of Rajasthan counselling. If you are not a Rajasthan domicile, read this section carefully.
Non-domicile = Clause XI “Other” — locked out until R3.
From the official brochure, Clause 5.3-XI: “Candidates selecting clause XI ‘Other’ are eligible to apply to participate but will be considered for allotment against vacant seats (Govt./Management/NRI) available after exhausting State Merit list during/after round 3.”
Exception: “Candidates selecting clause XI ‘Other’ and having NRI eligibility will be considered for allotment against NRI seats in all rounds according to the applicable norms.”

What this means for non-Rajasthan families
If your child is not a Rajasthan domicile, you fall under Clause XI. Your options are severely limited:
- R1 and R2: The only path is NRI seats at govt/RAJMES colleges — requires NRI sponsor (parent, sibling, or specified relatives per Clause 5.4). No access to any other seat type.
- R3 onwards: Govt, Management, and NRI seats open to Clause XI candidates, but only against vacancies after state merit list is exhausted. If all seats are filled by domicile students, there is nothing available.
- NRI R3 conversion (Clause 5.4-6): NRI seats remaining vacant after R2 are converted back to the seat type they were derived from, and filled in R3 as non-NRI seats. A candidate who gets NRI allotment in R3 cannot participate in R3 non-NRI counselling.
- Contrast with other states: UP private seats are open to ALL from R1. Karnataka OPN is open to all India from R1. Rajasthan is the opposite.
- Practical advice: Do not count on Rajasthan unless you have NRI eligibility or are willing to wait for R3 vacancies with no guarantee.
If you ARE a Rajasthan domicile (Clauses I-X)
You qualify under one of Clauses I-X and have access to everything from R1: 2,208 govt seats (with full category reservation), 1,526 private general seats, 1,229 management seats, and 455 NRI seats. Rajasthan's restrictive rules exist to protect domicile students. The brochure lists 10 ways to qualify as domicile — including defence personnel of Rajasthan origin, High Court judges, and bonafide residents studying out of state.
Section 5
Eligibility Criteria
From Clause 5.3 of the official brochure. 10 ways to qualify as Rajasthan domicile + Clause XI for non-domicile.

10-year residency + 5-year study: Natural father/mother has continuously resided in Rajasthan for 10 years, and candidate has studied for at least 5 years in a recognized institution in Rajasthan.

Bonafide resident studying elsewhere: Bonafide residents of Rajasthan studying in other states are also eligible.

III
GoR / AIS employee ward: Son/daughter of serving or retired employee of Govt. of Rajasthan, or All India Services officer borne on Rajasthan cadre with 3+ years state service.

IV
Govt. body employee ward: Son/daughter of permanent employee (serving/retired) of Govt. Undertaking / Corporation / Municipal Bodies / Panchayat Samiti / Co-operative bodies constituted by GoR, with 3+ years service.

University/Board employee ward: Son/daughter of permanent employee (serving/retired) of any State University or Secondary Board of Education (Rajasthan), with 3 years of work in Rajasthan.

Defence personnel — Rajasthan origin: Son/daughter of serving/retired permanent employee of Indian Defence of Rajasthan origin, irrespective of posting. Must submit certificate (Proforma-A) confirming Rajasthan origin at entry into service. Admitted on priority-cum-merit.

Defence personnel — posted in Rajasthan: Son/daughter of serving permanent Defence employee posted in Rajasthan at time of application deadline. Must submit Proforma-B.

Para-military — Rajasthan origin: Son/daughter of serving/retired Para-Military Forces employee of Rajasthan origin. Must submit Proforma-A.

High Court Judge ward: Son/daughter of a Judge of Rajasthan High Court, subject to applicable conditions.

Other (non-domicile): Candidates not covered under Clauses I-X. Can apply but only considered for allotment against vacant seats (Govt/Mgmt/NRI) after exhausting state merit during/after R3. Exception: Clause XI candidates with NRI eligibility get NRI seats in all rounds.
Educational Qualification (Clause 5.1)
Must have passed 10+2 with Physics, Chemistry, Biology/Biotechnology, and English individually. Minimum 50% aggregate in PCB (40% for SC/ST/OBC/MBC/PwBD). NEET UG 2025 qualified.
Age Limit (Clause 5.2)
Must be 17 years by 31 December 2025 (born on or before 31.12.2008). No upper age limit as per NMC letter dated 09 March 2022.
NEET Qualifying Percentile
GEN/EWS: 50th percentile (144+ marks). OBC/MBC: 40th (113+). SC/ST/ST-STA: 40th (113+). GEN-PwBD/EWS-PwBD: 45th (127+).
Application Fee (Clause 2)
Rs. 2,500 non-refundable (Rs. 1,500 for SC/ST/ST-STA Rajasthan domicile) + transaction charges. Not transferable or adjustable.

Additional for NRI candidates: NRI undertaking on stamp paper (Proforma-3 if sponsor in India, Proforma-4 if sponsor abroad, must be dated after 04.05.2025). Relationship tree affidavit (Proforma-5). Address proof of parents and local Indian guardian.
A candidate without original certificates shall NOT be allowed admission under any circumstances. If originals are deposited at another college (except the allotted college), admission will be denied. Originals may be retained by the institution until course completion.

Rajasthan follows the 4.5-year fee payment model. Total fee = yearly fee x 4.5. Internship year has no tuition fee. A ₹96,100/yr govt seat costs just ₹4.3L total — among the lowest in India.
No NRI at Private Colleges
Unlike most states, private colleges in Rajasthan have zero NRI quota. NRI seats exist only at government and RAJMES colleges. If you are NRI and want a Rajasthan private college, there is no designated pathway.

Security Deposit Forfeiture Rules (Clause 12)
Round 1
Allotted but do not join: No forfeiture. Eligible for subsequent rounds. Joined but not upgraded in R2: Can resign within 2 days of R2 result without forfeiture.
Round 2
Allotted (fresh/upgraded) but do not join: Security deposit forfeited. Must re-register and deposit again for further rounds. R1 retained candidates who don't resign within 2 days of R2 result: bond conditions apply, no resignation allowed.
Round 3
Allotted (fresh/upgraded) but do not join: Security deposit forfeited. Not eligible for stray vacancy round. Joined candidates: cannot participate in stray round.
Stray Round
Allotted but do not join: Security forfeited + debarred from state counselling for 1 year + bond conditions apply. This is the harshest penalty.
Security amount is adjusted against tuition fee if you join. If not forfeited or adjusted, it is refunded after counselling completion to the same bank account.

R1 GEN closing: 2,233 — the most competitive state quota MBBS seat in Rajasthan.
R3 GEN closing: 532,604 — R3 includes cumulative data, so this represents the final picture.
SMS is to Rajasthan what KGMU is to UP or KEM is to Maharashtra.

NRI at Government Colleges
Rajasthan's unusual arrangement: NRI quota exists at government colleges, not private. This is the only non-domicile path in R1/R2.

NRI Eligibility (Clause 5.4) — Who qualifies as NRI sponsor?
Per GoR Order F.5(968)DME/LC/2018/1997 dated 29.04.2019:
1. At least one parent is an NRI and ordinarily residing abroad; or
2. First degree relative (real brother/sister) is NRI and ordinarily residing abroad; or
3. Nearest relative who is NRI and has bonafidely treated the student as a ward:
(i) Real uncle/aunt (father's side) (ii) Real maternal uncle/aunt (iii) Paternal grandparents (iv) Maternal grandparents (v) First degree paternal/maternal cousins
4. PIO/OCI are allowed under NRI quota.
5. Must submit proof from Indian Embassy / Ministry of External Affairs, or notarized undertaking from sponsor.
NRI Priority (Clause 5.g): NRI candidates with ancestral background of Rajasthan (own/parents/grandparents resided in Rajasthan for at least 5 years at any time) get priority. Proof: electricity/water bill, property docs, passport, ration card, voter ID, or Aadhaar. Remaining NRI seats filled by other NRI candidates after priority allotment.
Private colleges have ZERO NRI quota
Unlike Karnataka, Maharashtra, or Tamil Nadu where private colleges have NRI seats, Rajasthan private colleges have no NRI quota at all. The NRI pathway in Rajasthan is exclusively through government and RAJMES colleges. 455 NRI seats total, all at 18 govt/RAJMES institutions. If agents tell you NRI seats are available at a Rajasthan private college, that is incorrect.

Government Seat Bond (Clause 11)
Candidates on govt seats (except Management and NRI) at GMCs, RAJMES, RUHS CMS must submit a bond of Rs. 10,00,000 (Proforma-6) on stamp paper of Rs. 500+. Commitment: not to leave before completion + serve State Government for 2 years after course completion. Failure = Rs. 10L + interest recoverable as arrears of land revenue.

Management Seat Bond (RAJMES)
Candidates on management seats at Govt. Society Colleges / RUHS CMS: bond that if they leave before completion, fees of all remaining semesters shall be payable. Per GoR letter F.7(86)CM-HM-Budget-DME-Acad.-2015-3285 dated 15.07.2021.

NRI Seat Bond
NRI seat candidates: bond for remaining period fees, to be deposited regularly. If candidate leaves before completion, fees of all remaining semesters payable. NRI R3 allottees must also submit a bond that if they leave, full course fee is payable.

Private College Bond / Bank Guarantee
At time of joining (after R3 completion), all joined candidates of R1, R2, and R3 at private colleges must submit bond / bank guarantee as applicable. 2-Year Service Obligation

Counselling Timeline
Conducted by NEET UG Medical & Dental Admission/Counseling Board 2025, SMS Medical College, Jaipur. 4 rounds: R1, R2, R3, Stray Vacancy.
Step 1
Registration (Part 1 + Part 2)
Register on rajugneet2025.com or medicaleducation.rajasthan.gov.in. Must complete both Part 1 and Part 2 of application form. Fee: Rs. 2,500 (Rs. 1,500 SC/ST/ST-STA). PwBD/Defence/Para-military/NRI candidates must appear for in-person document verification.
Step 2
Security Deposit + Choice Filling
Pay security deposit (Rs. 50K-5L depending on seat type). Fill fresh choices each round — previous round choices are scrapped. Choices filled are final for that round. Can fill choices for virtual vacancies (seats that may arise from upgradation).
R1
Round 1 Allotment
Allotment based on NEET merit + choices. Must report in-person at SMS Medical College, Jaipur (desk of allotted college). Deposit 1-year tuition fee online to unique bank account mentioned in allotment letter. Submit originals + bond.
R2
Round 2 Allotment
R1 joined candidates can upgrade if they fill fresh choices. If upgraded, old seat auto-vacated, docs + fee transferred directly to new college. R1 joined candidates not upgraded can resign within 2 days of R2 result (no forfeiture). After 2 days, bond applies.
R3
Round 3 — Non-Domicile Opens + NRI Conversion
Clause XI (non-domicile) candidates can now access Govt/Mgmt/NRI vacancies. NRI R3 counselling happens separately before non-NRI R3. Remaining NRI seats convert to parent category for R3 non-NRI allotment. Unfilled reserved seats become unreserved (Clause 5.h).
Stray
Stray Vacancy Round — Highest Risk
Must submit originals + bond to Board before participation. Documents kept by Board during process. Non-joining = security forfeited + debarred 1 year + bond conditions apply. R3 joined candidates cannot participate.
Critical choice filling rule
You MUST fill fresh choices in every round, even if you were allotted/joined in a previous round. Previous round choices are automatically scrapped. If you do not fill fresh choices, you will not be considered for allotment/upgradation — but your existing allotment is retained.
