NEET counselling in Rajasthan — how it actually works for you.
NEET UG counselling in Rajasthan runs through two parallel routes: the NEET UG Medical & Dental Admission/Counselling Board, Rajasthan (under RUHS) (RUHS) fills ~85% of government seats on a state-domicile rank, while MCC's All-India Quota (AIQ) fills ~15% on your all-India rank (AIR) — no domicile required. Government seats carry a ₹5L · 2 yrs rural-service bond. Domicile eligibility: Rajasthan has 11 eligibility clauses (I–XI). Clauses I–X cover Rajasthan domicile candidates (resident 10+ years, studied 5 years in Rajasthan, defence personnel of Rajasthan origin, etc.).
Clause XI "Other" — Non-domicile candidates:
• Can register and participate in counselling
• NRI seats (govt/RAJMES only): Eligible in ALL rounds (R1, R2, R3, Stray) if they have NRI sponsorship
• Private college seats (General + Management): Only eligible from Round 3 onwards, against vacant seats after state merit list is exhausted
• Govt state quota seats: NOT allowed for non-domicile at all
• Govt management/RAJMES seats: NOT allowed for non-domicile at all
• This means non-domicile students' only path is: NRI quota in R1/R2 (USD 36,465/yr), or private college vacancies from R3
Key implication: Non-Rajasthan students CANNOT get any govt/RAJMES seat (neither state quota nor management). Their options are limited to NRI seats in govt colleges (all rounds) or private college leftovers (R3+). Based on MCC / RUHS 2025 data — last year's pattern, not a 2026 guarantee.

About Rajasthan NEET UG counselling
Rajasthan conducts its own NEET UG MBBS admissions through the NEET UG Medical & Dental Admission/Counselling Board, Rajasthan (under RUHS) (RUHS). This is entirely separate from MCC's All India Quota (AIQ) process. AIQ handles approximately 15% of government seats and all deemed university seats across India, with no domicile requirement. Rajasthan's own counselling handles the remaining ~85% of government seats within the state, plus all private MBBS colleges. It runs across 6 rounds: Round 1, Round 2, Round 3, Mop-Up Round, Stray Vacancy Round, Special Stray Vacancy Round.
The key difference most candidates miss: your AIR (All India Rank) determines your AIQ position. Rajasthan's counselling runs on a separate state rank — in most states this is more accessible than AIQ for domicile candidates.
Bond: Rajasthan requires a rural service bond of ₹5L · 2 yrs (2 years) for government MBBS seats. The penalty for breaking the bond is Rs 5,00,000. Bond for govt seats. Can be served at PHC/CHC in rural Rajasthan.
