Section 1
Why Telangana is Different
Four things make Telangana counselling unlike any other state.
5 BC Sub-Types + 3 SC Groups
Telangana has the most granular reservation system in India. 5 separate BC quotas (BCA 7%, BCB 10%, BCC 1%, BCD 7%, BCE 4%) and from 2025-26, 3 SC sub-groups (SC-I 1%, SC-II 9%, SC-III 5%). A BCA student and a BCD student do NOT compete against each other. Same for SC sub-groups. 8 separate reserved seat pools.
Phases, Not Rounds
Telangana runs counselling in Phases instead of Rounds. Phase 1 is the initial allotment. Phase 2 happens after students who got MCC AIQ seats exit, opening more seats. Phase 1 + Phase 2 together form the main counselling window.
SC Split into 3 Groups (2025-26)
From AY 2025-26, Telangana splits the 15% SC reservation into 3 sub-groups: SC Group I (1%), SC Group II (9%), SC Group III (5%). This is per G.O.Ms.No.10 dated 14.04.2025. Previously it was a single SC pool — now three separate seat pools, similar to how BC has 5 sub-types.
KNRUHS conducts Telangana medical counselling
The Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal, is the authority that conducts MBBS/BDS counselling for Telangana Competent Authority Quota seats. All government and private Cat-A (convener quota) seats are allotted through KNRUHS. Deemed universities (Malla Reddy) go through MCC, and AIIMS Bibinagar through AIIMS counselling. Eligibility Rules
Who can apply for Telangana CQ seats. Verified from the KNRUHS 2025-26 Prospectus.
Domicile Requirement
Must have studied in Telangana for 4 consecutive years ending with the qualifying exam (Intermediate). OR if not studied in any institution, must have resided in Telangana for 4 years immediately before the qualifying exam and appeared for it in TS. Non-domicile candidates are not eligible for CQ seats.
Nationality
Indian Nationals, PIO, or OCI card holders (PIO/OCI status issued before 04-03-2021). As per G.O.Ms.No.33 dated 19-07-2024.
Educational Qualification
10+2 with Physics, Chemistry, Biology (Botany + Zoology) / Biotechnology and English. Grade certificates are not accepted — must be marks memo.
Age
Must complete 17 years by 31-12-2025. No upper age limit mentioned.

Science marks = Physics + Chemistry + Biology aggregate in Intermediate / 10+2. BC/SC/ST categories get a lower threshold. These are minimum qualifying requirements, not counselling cutoffs.

Category Codes Decoded
Every category code used in Telangana counselling, explained. Know which pool you compete in.
OC
Open Category
General unreserved. No caste-based reservation. Filled on pure NEET merit among Telangana domicile candidates. Tightest closing ranks. Min 50% in science subjects required.
EWS
Economically Weaker Section
10% reservation — but only in 7 govt medical colleges with specifically sanctioned EWS seats (per NMC). Not available at private colleges. Requires latest EWS certificate for 2025-26 from Tahsildar. Cannot overlap with SC/ST/BC reservation.
BCA
Backward Class A — 7%
Communities like Mudiraj, Agnikula Kshatriya, Vaddera, Besta. Separate reservation quota — BCA students only compete against other BCA candidates.
BCB
Backward Class B — 10%
Communities like Padmashali, Kammara, Kummari, Mala-Sale. Second BC sub-type. BCB competes separately from BCA, BCD etc.
BCC
Backward Class C — 1%
Primarily Christians converted from Scheduled Castes. Smallest BC sub-type — very few seats but also fewer candidates. Lowest competition ratio among BC types.
BCD
Backward Class D — 7%
Backward Class Muslims. Includes communities like Dudekula, Laddaf, Shaik. Has its own reservation separate from other Muslim or BC categories.
BCE
Backward Class E — 4%
Nomadic and semi-nomadic tribes like Budga Jangam, Dommara, Valmiki (some sub-groups). Distinct from ST — these are backward class nomadic, not scheduled tribes.
SC-I
Scheduled Caste Group I — 1%
New from 2025-26. SC sub-group I per G.O.Ms.No.10 (14.04.2025). Specific SC communities as notified by TS Government. Requires Integrated Community Certificate from Revenue Authority.
SC-II
Scheduled Caste Group II — 9%
Largest SC sub-group. Includes most SC communities (Madiga, Mala, Relli, Dakkal etc.). Gets 9% of the total 15% SC reservation. Separate seat pool from SC-I and SC-III.
SC-III
Scheduled Caste Group III — 5%
Third SC sub-group. 5% reservation. Like BC sub-types, these three SC groups do NOT compete against each other — separate seat pools with separate closing ranks.
ST
Scheduled Tribe — 10%
Includes Gond, Lambadi/Banjara, Koya, Chenchu and other scheduled tribes per G.O.Ms.No.33 (30.09.2022). Min 40% in science subjects for eligibility.
OPEN
Open to All
Used at private colleges. No domicile restriction in some contexts. Any NEET-qualified candidate can compete. This is how non-domicile students access Telangana private colleges through CQ.
8 reserved sub-types = 8 separate competitions
This is not just labeling — it changes your odds. 5 BC sub-types (BCA 7%, BCB 10%, BCC 1%, BCD 7%, BCE 4%) + 3 SC sub-groups (SC-I 1%, SC-II 9%, SC-III 5%) from 2025-26. A BCD student with AIR 40,000 competes in a completely different pool than a BCA student at the same rank. Similarly, SC Group I and SC Group II now have separate seat pools. BCA and BCB are the largest BC sub-types; SC-II is the largest SC group. Understanding which sub-type you fall under directly determines which seat pool you're in.

Convener Quota (Govt)
All 35 government college seats filled by KNRUHS. Categories: OC, BCA-BCE, SC (3 groups), ST, EWS. 100% of govt seats are Convener Quota.
Eligibility: Telangana domicile + valid NEET UG score. Category reservation applies.
CQ
Convener Quota (Private)
Cat-A: 50% of private college seats. Filled by KNRUHS at regulated fees. Same category system as govt.
Eligibility: Telangana domicile. Fee: regulated at ₹60,000/yr — same as govt fee structure for these seats.
MQ
Management Quota
Cat-B: 35% of private college seats. Split into B1 (15% all-India) + B2 (85% local). Higher fees. College-level selection.
Eligibility: B1 = open to all India. B2 = Telangana local. Fee: ₹11–13L/yr.
NRI
NRI Quota
Cat-C: 15% of private college seats. For NRI/NRI ward/OCI/PIO candidates. Highest fee tier.

The CQ Advantage
A Telangana domicile student getting CQ (Cat-A) at a private college pays ₹60,000/yr. The same seat via MQ costs ₹11.5L+/yr. Over 4.5 years: ₹2.7L total CQ vs ₹51.7L total MQ. That is a ₹49L difference for the same degree at the same college.
4.5 Years Total
MBBS = 4.5 years + 1 year internship. Total fee = yearly fee x 4.5. Govt CQ at ₹14K/yr = ₹63,000 total. Private MQ at ₹11.5L/yr = ₹51.7L total. The gap is ₹51L+ for the same MBBS degree.
Tuition fee as per G.O.Ms.No.106, HM&FW (C1) Dept., dated 28.07.2023. Private CQ fee of ₹60,000 is uniform across all private colleges under KNRUHS counselling. University fee of ₹12,000 + registration fee of ₹4,000/₹3,200 are additional.

Non-Domicile Access
Not from Telangana? Here are your actual options for MBBS in the state.
Government CQ = Telangana domicile only
All 35 government colleges are 100% domicile-restricted for Convener Quota. Non-domicile candidates cannot get government MBBS seats through KNRUHS. Your category reservation (OBC/SC/ST from another state) does not work in Telangana state counselling.
Management Quota B1 (All-India)
15% of the Management Quota (Cat-B) at private colleges is open to all India candidates. This is Cat-B1. Fee: ₹11.5–13L/yr. This is the primary route for non-domicile students into Telangana private colleges. Small quota — approximately 5% of total private seats.
NRI Quota (Cat-C)
15% of private college seats are NRI quota, open to NRI/NRI ward/OCI/PIO from any state. Fee: ₹23–26L/yr. Requires NRI sponsor documentation. No NEET rank-based merit — college-level selection.
MCC AIQ (15% All India Quota)
15% of government college seats go to MCC All India Quota. Open to all India, with standard OBC/SC/ST reservation. This is through MCC — not KNRUHS. Separate process, separate counselling.
Deemed + AIIMS
2 deemed universities via MCC and AIIMS Bibinagar via AIIMS counselling are open to all India candidates. No domicile required. Merit-based through their respective counselling processes.
Non-domicile access in Telangana is limited compared to states like Karnataka (which has OPN seats open to all India). The main non-domicile pathway is Management Quota B1 at private colleges — a small number of seats at high fees.

Why this matters
In most states, all OBC students compete in one pool. In Telangana, a BCD student at rank 40,000 and a BCA student at rank 40,000 have completely different outcomes. BCD (Backward Class Muslim) has tighter closing ranks at govt colleges but wider at private. BCE (Nomadic) is the least competitive BC sub-type. This data helps you understand your real position within your specific category.

Per the 2025-26 prospectus: candidates must submit a bond. If you discontinue after the free exit cutoff date, you pay ₹20,00,000 (Rs 20 Lakh). This is non-negotiable. You cannot discontinue after the notified cutoff date.

Absence = Forfeiture
Continuous absence of 91+ days requires Vice Chancellor permission for re-admission. Absent for 2+ years continuously = automatic cancellation of admission, no further notice. Cumulative 2+ years absence also leads to forfeiture.

THE PHASE 2 WINDOW — WHEN AIQ EXITS OPEN SEATS
Phase 1 fills seats with initial preferences. Then students who got MCC All India Quota seats exit Telangana counselling. Those vacated seats become available in Phase 2.
This is why round strategy matters. If you got a private CQ seat in Phase 1 but wanted government, Phase 2 might open that government seat. But you need to know the data to make the hold/release decision.

SC sub-group split is NEW for 2025-26
This is the first year SC reservation is rationalized into 3 groups. Previously all SC candidates competed in one pool. Now SC Group I, II, III have separate seat pools with separate closing ranks — just like BC sub-types. This changes outcomes for SC candidates significantly. Singareni Collieries Quota
7 seats at Ramagundam GMC
Out of 150 MBBS seats at Govt Medical College, Ramagundam (Singareni Institute of Medical Sciences), 5% of 127 state quota seats = 7 seats are reserved for children of Singareni Collieries employees. SC/ST/BC category reservation applies within these seats. Certificate from Managing Director, Singareni Collieries required.
Muslim Minority Colleges
CQ seats at un-aided private minority medical colleges are reserved for Muslim minority candidates only. Must furnish minority certificate. This applies only to colleges with minority institution status — not all private colleges. Non-minority colleges follow standard OC/BC/SC/ST reservation.
