Section 1

Why UP is Different

One of the few "Open States" in India. Private colleges accept candidates from any state, no reservation.

Private = Open to All India
No domicile requirement for private college seats. Any Indian citizen with a valid NEET UG score can apply. No category reservation either (except minority institutions).
Govt = "Studied in UP" Rule
State quota government seats require you to have studied in UP (10+2 from a UP institution). Not just domicile — it's where you studied. A UP domicile who studied in Rajasthan cannot get UP govt state quota.
DGME Fee Regulation
All private college fees are regulated by DGME (Directorate General of Medical Education). No college can overcharge beyond DGME-approved rates. This gives price certainty.
Girl (GL) Quota
UP reserves separate seats for female candidates within each category in govt colleges. URGL, BCGL, SCGL, STGL — a unique UP feature that creates additional opportunity for girls.

The Girl (GL) Quota: A Unique UP Feature
At KGMU in R1, UR Girl (URGL) closing was 2,566 vs UR Open (UROP) closing 2,738 — girls had a slightly better closing rank. But in SC, SCGL closing was 24,069 vs SCOP 38,846 — SC girls had a significantly better closing because the pool is smaller.

The GL quota means female candidates have two separate chances in each category: they can get allotted through either Open (OP) or Girl (GL) seats, whichever their rank qualifies for.

State quota seats across 50 institutions. Category reservation applies: SC 21%, ST 2%, OBC 27%, EWS 10%, PwD 5% horizontal. Plus Girl (GL) quota within each category.
Eligibility: Must have studied (10+2) from a UP institution. This is the "studied in UP" rule — not just domicile.

Private (36 colleges)
100% state counselling through DGME. NO category reservation (except minority institutions). Filled on open NEET UG merit. Any Indian citizen eligible.
Eligibility: Any citizen of India with valid NEET UG score. No domicile. No study-state restriction. Pure All India Rank merit.

⚠ Santosh, AMU, IMS-BHU, AIIMS — under MCC, not DGME
These UP-based institutions are under MCC AIQ counselling, not DGME UP state counselling:
  • Santosh Medical College, Ghaziabad — Deemed university → MCC Deemed counselling
  • JNMC, AMU Aligarh — Central university → MCC AMU counselling
  • IMS-BHU, Varanasi — Central university → MCC BHU counselling
  • AIIMS Gorakhpur & Rae Bareli — AIIMS → separate AIIMS counselling
Their seats do not appear in the DGME UP seat matrix. They are entirely separate counselling processes under MCC. This is different from PG where "eligibility exclusion" applies — in UG, these colleges simply aren't part of DGME.
⚠ Private = No NRI seats, No Management seats
Unlike many other states, UP private colleges have no NRI quota, no management quota. All seats are filled through DGME counselling on open merit. The only exception is minority quota at 5 minority colleges.

Fee Structure (DGME-regulated)

Government fees are among the lowest in India. Private fees are regulated by DGME.

Government Colleges

Government college fees are extremely low: ₹25,000 – ₹36,000 per year.
KGMU charges ₹25,000/yr. Most other govt colleges charge ₹36,000/yr.

For 4.5 years of MBBS, total government college tuition is ₹1.12L – ₹1.62L — among the cheapest in the country.

Private Colleges — DGME-Regulated Fees

All private college fees regulated by DGME. No college can charge above the approved rate. Fees shown are annual tuition — add hostel and other charges for total cost of attendance.

Minority College Fees — Different Structure

⚠ Minority quota seats have separate (higher) fee structures
General pool seats at minority colleges follow DGME rates. But minority quota seats have college-set fees that are significantly higher. Factor in the 4.5-year total before comparing.

What the KGMU data tells us
UR: Girl closing (2,566) was slightly better than Open (2,738) — marginal difference.
SC: Girl closing (24,069) was much better than Open (38,846) — the SC Girl pool is smaller, so fewer candidates compete.
ST: Girl closing (57,335) vs Open (87,700) — massive difference.

Takeaway: The GL advantage increases dramatically for reserved categories. SC/ST girls have a significantly easier path to top govt colleges.

Special category seats are small in number (1–3 seats each). Closing ranks vary wildly year to year due to tiny pool size. These are real allotment data points from DGME 2025.

No In-Service Weightage in UG
In-service weightage is a PG concept (experienced doctors get bonus marks). There is no equivalent in NEET UG. The special categories above (FF, EX, NC) are reservation-based, not score-based. You need the certificate to qualify — your NEET score is not modified.

UP government MBBS colleges may have a service bond requirement (typically 2–3 years of rural service post-MBBS). Bond terms and penalty amounts vary by year and are notified at the time of counselling.

No compulsory bond at private colleges. You pay tuition and are free to practice anywhere after completion. However, ₹2L security deposit is forfeited on premature exit.

Patterns we found in the DGME 2025 allotment data.

R1 to R2: Fresh Seats Open
At KGMU, R1 UROP closed at 2,738. R2 UROP closed at 4,013. Why? Students who got better AIQ seats in MCC R1 exit UP state counselling, creating fresh vacancies. R2 is a second chance — and sometimes better colleges open up.
GL Advantage Increases for SC/ST
At KGMU: UR Girl vs UR Open = marginal (2,566 vs 2,738). SC Girl vs SC Open = massive (24,069 vs 38,846). The smaller the candidate pool, the bigger the GL advantage. SC/ST girls benefit most from this unique UP feature.
Private Colleges: Wide Rank Range
The most competitive private college (SMSR Greater Noida) closed at ~86K in R1. The least competitive closed at 500K+. If your rank is 1L–5L, UP private is a realistic option — and you don't need UP domicile.
Govt Colleges Beyond Top 10
UP has 51 govt colleges — more than most states. Beyond the top 10 (which close within 15K), newer autonomous MCs close at 20K–40K. These are brand new colleges with small batches, but government fees (₹36K/yr) and a govt degree.
