Why Uttarakhand is Different

Rich Sub-Category System
UK uses many sub-categories within each main category: ur_w (Women), ur_ff (Freedom Fighter), ur_orphan, ur_dpw (Dependant of War), ur_wkm (War Killed Martyr). Each is a separate allotment pool.
Women Sub-Quota Everywhere
Every category has a Women pool: ur_w, obc_w, sc_w, st_w, ews_w. Female candidates get separate competition pools with often wider closing ranks. Know your exact sub-category.
Private Colleges with Very Wide Ranks
Private colleges in UK show UR closing ranks extending well beyond 3,00,000+. The gap between government (22K–44K) and private (3,00,000+) is dramatic. Fee difference matches.

Seat Structure

85% of govt seats + state quota at private. Category + sub-category reservation (100-point roster, college-wise). Only UK domicile candidates get reservation benefits.
Eligibility: UK domicile/permanent resident + NEET. Non-domicile who did 10th+12th from UK also eligible but no reservation.
AI Open
All India Open Quota
Available at private MBBS (Shri Guru Ram Rai, HIMS, Gautam Buddha) and private BDS colleges. No reservation. State quota candidates also eligible.
Eligibility: NEET qualified. No domicile needed. Security: ₹1,00,000.
NRI
NRI Quota
NRI seats at private universities. Subject to Govt. of Uttarakhand approval for 2025-26.
Eligibility: NRI sponsor required.

Govt vs Private Gap
Government: ₹6.5L total. Private: ₹70L+ total. Same MBBS degree. The closing rank gap (22K vs 3L+) matches the fee gap.

Non-Domicile Access

State Quota reservation = UK domicile only
Three eligibility paths for state quota: (1) UK domicile + 10th/12th from UK, (2) UK domicile + 10th/12th from outside UK, (3) Non-domicile but 10th+12th both from UK. Path 2 and 3 get no reservation benefits (treated as UR only). Non-domicile with 10th+12th from outside UK: only eligible for All India Open quota at private colleges, MCC AIQ (15%), NRI quota, AIIMS Rishikesh, Graphic Era (deemed via MCC), and 1 Kashmiri Migrant seat per govt college.

Path 1: UK Domicile + 10th/12th from UK
Full access to state quota with all reservation benefits (SC/ST/OBC/EWS + sub-categories). Must have domicile/permanent resident certificate from competent UK authority. Security: ₹5,000 (SC/ST/OBC) or ₹10,000 (UR/EWS) for govt.
Path 2: UK Domicile + schooling outside UK
Eligible for state quota but treated as UR only (no reservation). Also eligible for All India Open quota at private colleges.
Path 3: Non-Domicile + 10th+12th both from UK
Eligible for state quota but treated as UR only (no reservation). Security: ₹1,00,000 for private college quota.

Forfeited if you don't join allotted college after free exit round. Govt security: ₹10,000 (UR/EWS) or ₹5,000 (SC/ST/OBC of UK domicile). Refunded 30 days after counselling ends if not forfeited.

Round 1 = free exit (no penalty). Rounds 2 and 3 = exit with security forfeiture if allotted a new/fresh seat and you don't join. Stray round non-joining = security forfeited + debarred from next year's NEET.

Bring originals to allotted college. Candidates with originals deposited at another institute will NOT be admitted.

Allotment letter, centralized advance tuition fee proof, 10th certificate (age proof), 12th certificate + mark sheet, NEET admit card + score card, valid ID (Aadhaar/Passport/PAN/DL).
UK Domicile Specific
Domicile/permanent resident certificate from competent UK authority. Caste certificate (if claiming reservation). OBC certificate must be valid (3-year validity per GO dated 26 Feb 2016). Invalid OBC = treated as UR.
Special Categories
PwD: Certificate from NMC-Designated Medical Board only. DPW: Certificate from competent authority (only dependents of Ex-servicemen, not in-service or paramilitary). Kashmiri Migrant: Registration certificate from Relief Commissioner + property proof in Kashmir.
